Obituary of Glenn W. Carter

Glenn W. Carter, 79, of Owego went to be with the Lord, Monday, July 13, 2015. Born in Oil City, PA to the late, Norris and Margaret (Thorngate) Carter. Besides his parents, He was predeceased by his infant son, Robert. Glenn is survived by his wife of 58 years, Elizabeth Ann (Stewart) Carter; four children and their spouses, Bill and Jamie Carter, Deb and Mike Guagliardo, David and Julie Carter, Mary and Brian Kennedy; 10 grandchildren, Laura and Mike Crawford, Matt and Ellie Guagliardo, Katie Carter, Meg Carter, Sam Carter, Grace Carter, Daniel Kennedy, Joshua Urso, Lauren Urso, Jake Kennedy; great-grandson, Caden Crawford. Glenn was a veteran of the U.S. Navy during the Korean Conflict. He attended Tri-State University, Akron University and State University of New York. After College Glenn went to work for IBM for 25 years. After IBM, Glenn spent several years consulting in Washington, DC. He and his wife, Ann, owned and operated the Sunrise Motel. Glenn became the first director of Economic Development & Planning for Tioga County. He established and was the first president of the Tioga County Local Development Corporation, established the Tioga County Banking Alliance, and also established the Tioga County Tourism Organization. Glenn was very community minded. Glenn was very active with scouting and the Baden-Powell Council, having been the proud recipient of the Silver Beaver Award; He was a member of First Presbyterian Union Church and served as moderator of the Presbytery of Susquehanna Valley and Commisioner to the General Assembly of Presbyterian Church and a member of the Owego Rotary Club. He and Ann hosted students with AFS, Rotary Exchange and SUNY, a 50 year member of the Grand Lodge Free and Accepted Masons of Indiana, Angola Lodge #236, Board of Directors of the Southern Tier Regional Planning Board and the Finger Lakes Association, president of the Health Futures Group, Board of Directors of the NY-Penn Health Planning, and the former chairman of Future Search Conference on Health Care. Funeral services will be held on Saturday, July 18, 2015 at 11:00 a.m. at the First Presbyterian Union Church, Owego with the Rev. Parrish Bridges, officiating. Burial will follow in the Evergreen Cemetery, Owego. The family will receive friends Friday from 4 to 8 p.m. at the Estey, Munroe & Fahey Funeral Home, 15 Park St., Owego. Memorial contributions may be made in Glenn Carter’s memory to First Presbyterian Union Church – Building Fund, 111 Temple St., Owego, NY 13827.
